Ancient knowledge of a location bar

Thinking about the changes which are currently considered for the Firefox's address field, I remembered a blog post containing a great idea of having the location bar function similarly to the Find toolbar: appearing over the top edge of the page only when it is needed. I don't know whether this is known, as I don't follow the recent developments very closely.

Finding this old post (2005) was a small challenge. It became clear to me that I have to come up with a truly unusual set of search terms, or I will never find it. Strangely, I remembered the first name of the blogger. It turned out it's not the name of that blogger, but of the one in response to whom the post had been written; the name had happened to be mentioned in the post. Anyway.
